The fork has some rust under the bridge but the chrome on the rear stays is VGC. There are some small nicks but nothing too significant. Hard to show in photos due to color. This is not an Art Gallery frame but you'd have trouble spotting blemishes from 6ft.

It most often is year - month - day but can be year - week of the year (01 - 52) or some variation like that. My Tommasini is a 2 digit year and month followed by a 3 digit production number.
